Despite primary healthcare's central role in ensuring the well-being and mental health of Indigenous children and youth, effective measurement instruments for assessing their well-being and evaluating the success of related programs and services are noticeably lacking. Indigenous children and youth well-being assessment instruments, in use across Canada, Australia, New Zealand, and the United States (CANZUS) primary healthcare settings, are the subject of this evaluative review.
Fifteen databases and twelve websites underwent a search process in December 2017, and this search was repeated again in October 2021. Wellbeing or mental health measures, alongside Indigenous children and youth in CANZUS countries, constituted pre-defined search terms. The PRISMA guidelines were adhered to throughout the screening process, applying eligibility criteria to titles and abstracts, and ultimately to the chosen full-text papers. The documented measurement instruments' characteristics are assessed according to five desirability criteria designed for Indigenous youth. Results are then presented, considering relational strength-based constructs, self-report administration by youth, reliability, validity, and utility in identifying wellbeing or risk levels.
Primary healthcare services' use of 14 measurement instruments, as detailed in 21 publications, involved 30 distinct applications. From a group of fourteen measurement instruments, four were designed specifically for Indigenous youth. Four more focused entirely on the strengths and positive aspects of well-being among Indigenous populations. Crucially, none of these instruments addressed all aspects of Indigenous well-being.
Despite the abundance of available measurement devices, satisfying our requirements proves challenging for many. Although the possibility exists that crucial papers and reports have been missed, this assessment demonstrably emphasizes the need for additional research in developing, enhancing, or modifying instruments for assessing the well-being of Indigenous children and youth across cultures.
